The quick explanation: Copy the files inside dfmeox.rar into the DF2 program folder. While inside the df2 program folder, Run the file called "run-me-in-df2-folder.bat". You're done.
The detailed explanation for those unfamiliar with this kind of procedure:
First thing is first:
Download the file and place it on your desktop. If you don't know where the file was downloaded, you may have to search for where it was put (start menu, search, all files and folders, type dfmeox.rar into the search bar). To make it consistent with these directions, if the file is NOT on your desktop, please move it there.
If you don't have WinRAR or a similar program already, you will need to get that. You need a program that can "un-rar" the file. A rar file is a compressed file--if you're familiar with ".zip" files, then you're already mostly there.
WinRAR is the program I usually use. I use the free version. On the free version, after the trial period runs out, it still works, you just have to close a window that basically says that you're using a trial version. You can get WinRAR at the following location, although you can get it many other places:

After you get that installed, you are ready to uncompress/un-rar the files. Double-click the dfmeox.rar and WinRAR will open. Just click the "extract" button and click OK or Next when prompted--it will create a new folder and put the files inside that folder. The folder will most likely be called "dfmeox".
We're going to go into that folder that was created in just a moment. First we need to locate your DF2 program folder. It is vital that this folder gets found. If you have a shortcut to DF2, right click it, select properties, and then select "find target" and it the folder will open. If you don't know where that folder is, you may need to do a search--an easy way to find it is to search for "df2.pff". Once you've found that file in the search option, right click it and select "open containing folder".
Now that you have that folder open, you're going to LEAVE IT OPEN, and we're going to go back to the folder that you created on the desktop. So now you're inside that new folder that was created--make sure that you have selected that window and that you didn't just move the mouse over that window. You will find several files, including a file that says "run-me-in-df2-folder". Do not attempt to run any of the files at this time.
Hold the CTRL key and hit the letter "a". This selects all the files in that folder. Now hold the CTRL key and hit the letter "c". This copies all those files you selected into the clipboard.
Now go to the DF2 folder that you didn't close, that you kept open, make sure that window is selected, and hold the CTRL key and hit the letter "v". This will paste the contents of the clipboard into the DF2 folder.
Now that you have done all these things, there's only one more step:
Double-click the file that says "run-me-in-df2-folder". You'll see a window open up and close again, most likely very quickly. It's done. The files are installed and you are ready to play DF2 with the Meox terrain.
PLEASE NOTE: If you're not playing on a server that already has maps for this terrain, you'll have to create or download some maps. Please refer to the DF Meox MAPS section to get maps.
